What is the Waipā ePlan?
The Waipā District Plan is now available as an interactive ePlan, giving you only the information you need and nothing you don’t!
Browse the full plan or use the property search to discover site specific information where the ePlan makes it easy to find out:
- The property zoning and overlays relevant to the selected site
- The sections of the District Plan which apply to the site
- What activity or development is likely to require a resource consent
The use of internal links throughout the ePlan makes it easy to navigate between sections, view definitions and abbreviations.

How to navigate the District Plan
From the ePlan homepage, you can opt to Read the District Plan. All sections are displayed in the navigation panel on the left side of your screen.
Click the arrow to the right of each heading to expand further sections within and click a heading to jump to that section.
To download or share content, you can use the three options at the top of the text:
- Download: Click to download the selected section in PDF format.
- Bookmark: Create a bookmark to the selected section in your browser favourites or share the link via email.
- Reading Mode: View the plan content in a more compact view. Click the button again to exit reading mode.
You can also perform a key word search, using the search bar toward the top right corner of the text. The navigation pane on the left of your screen will adjust to show only the sections in which the word is found. Click each section to expand the rules within and select the rule that you wish to jump to. The searched word will appear highlighted yellow throughout the text. Simply click the Close button toward the top of the navigation pane to return to the full content.
How to search a section or word within the District Plan
Use the search bar from the ePlan homepage to search for a specific section or word within the District Plan. As you begin typing a list of similar results will be displayed, click within the list to jump straight to that result.
When a word is searched, only the chapters which include the word will appear in the navigation pane on the left of your screen. Click each section to expand the rules within and select the rule that you wish to jump to. The searched word will appear highlighted yellow throughout the text.
You can close the search to return to the full District Plan content by clicking the Close button toward the top of the navigation pane.
Using Definitions
Definitions are used throughout the ePlan and can be easily identified as they are in blue font and underlined. Clicking a definition will open a ‘pop-up’ window which provides the definition text, based on the Part B Definitions.
Using hyperlinks throughout the plan
Where other sections or rules may be relevant, these will hyperlinked throughout the plan. You can easily identify these as they are in blue font and will quote the section number and title, or rule number.
Where information from an external source may be relevant, these will hyperlinked throughout the plan. You can easily identify these as they are in bold blue font.
How to search a property
Use the search bar from the ePlan homepage to search for a specific property and show District Plan details relating only to that address. As you begin typing, a list of similar results will be displayed, click an option within the list to jump straight to that result or keep typing if the correct address has not yet appeared.
You can search for a property and be taken to the GIS interactive map, you can also search a section or word within the District Plan.
Navigating between the spatial data and District Plan
You can view only the chapters of the District Plan relevant to a specific property, or the full District Plan by using the hyperlinks to the left of your screen.
When you’re ready to return to the map view, just click the back button on your web browser.
Use tools to measure, draw and add text to the map view
Expand the Measurement tool to select from a line or area tool, click your starting point on the map view and double click to set the final point. The measurement will be displayed in the Map Tools to the right of your screen, adjust the unit as required.
Expand the Draw tool and select the desired shape, you can then create that shape within the map view.
To select a shape that has been drawn on the map view, use the perforated box icon to draw a box around the shapes that you wish to select – you can easily identify a selected shape as it will have the resizing and rotation icons surrounding it.
To remove a shape, select the shape and simply click the bin icon.
Expand the Text tool to add an annotation to the map view in your desired colour. Click the red ‘Clear’ button to remove. Note, text won’t be applied over top of a shape created using the Draw tool.
Material incorporated by reference
The Operative Waipā District Plan occasionally refers to publications that act as a measure to help applicants comply with rules or provisions in the plan. These publications are known as 'material incorporated by reference'. You can view the publications either at the Te Awamutu or Cambridge Office, or you can request a copy of the material incorporated by reference (with the exception of standards) by calling 0800 924 723.
Council is unable to provide copies of standards (New Zealand and international) due to matters of copyright. These must be obtained directly from the source: http://www.standards.co.nz/default.htm
