Regional Infrastructure Technical Specification (RITS)

Waipā District Council uses the Regional Infrastructure Technical Specification (RITS)as the basis of its Engineering Technical Standard to control Development and Subdivisions.

About RITS

The Regional Infrastructure Technical Specification (RITS) is used by participating councils in the Waikato region and was set up to provide single regional specifications and standards for designing and constructing transportation, water supply, wastewater, stormwater, and landscaping infrastructure.

The specifications and standards found in the RITS provide developers/contractors certainty about what materials to use and standards to be met for the construction of roads, water pipes and landscaping.

Waipā District Council requires developers to comply with RITS when building infrastructure in subdivisions and developments. The RITS document aims to reduce the cost and effort of developers and their consultants by providing a standardised approach to meeting resource consent conditions.

Please note, that site-specific requirements need to be considered before implementing any drawings, a site-specific investigation is required by the person intending to undertake the works.

Applicants may wish to consider alternative design outcomes; however, they will require additional supporting information, increased council review processes and lead times.

The National Code of Practice for Utility Operators Access to Transport Corridors

Government legislation requires all Councils to manage access to its transport corridor, also known as the road reserve – the area between property boundaries on either side of the road, including the grass berm, footpath, and road.

The Legislation that regulates responsibility for managing access to the road corridor is the Utilities Access Act 2010. The National Code of Practice for Utility Operators’ Access to Transport Corridors (the Code) is a legislated requirement under the Act.

The Code recognises it is critical for utilities, such as electricity and telecommunications to be able to get in and out of the road corridor to install, maintain and upgrade their network infrastructure as efficiently as possible. Waipā District Council has extended the legislation requirements to include all contractors (e.g. painters, builders, drainlayers and plumbers).

Code of Practice for Temporary Traffic Management (CoPTTM)

Traffic management across New Zealand’s network of state highways and local roads is fundamental to keeping people safe on our roads. Our roads are used daily by vehicles, cyclists and pedestrians, and have many people working on them. Changes to the operation of these roads under temporary traffic management is a core activity on the network, providing safety and access to all road users and workers.

Waka Kotahi NZ Transport Agency (Waka Kotahi) is responsible for setting the requirements for the safe and efficient management and operation of temporary traffic management (TTM) on all roads in New Zealand. The Code of Practice for Temporary Traffic Management (CoPTTM) is best practice guideline for temporary traffic management in New Zealand.

The CoPTTM website is a comprehensive central hub that provides information relating to the application of the CoPTTM.
