Plan Change 4 – Provision for cycleways
Plan Change 4 provides an increased incentive for property owners to allow their land to be used for the Te Awa Cycleway or any other incentivised cycleway in exchange for Environmental Benefit Lots
Key changes:
- Extends current benefit lot entitlement for Te Awa cycleway to other cycleways approved by Council.
- Calculates how many benefit lots each land owner is entitled to based on the area of land provided to Council rather than length of cycleway. This applies to both new Council approved cycleways and the existing Te Awa cycleway.
- Incorporates flexibility into the Te Awa cycleway provisions in case there are alterations to the existing route in the District Plan.
- Provides additional incentives where a significant area of land is provided for cycleway, by making it easier for more than one environmental benefit lot to remain on site.
- Removes the requirement for the site to be wholly within the rural zone.
