Plan Change 13 - Uplifting Deferred Zones
Give me the highlights
- All appeals on Plan Change 13 have been withdrawn. Pursuant to section 86F - of the Resource Management Act, until Plan Change 13 is formally made operative by Council, it is now treated as operative and the previous rules are treated as inoperative.
- The Waipa District Plan contains ‘Deferred’ Zones which identify areas anticipated for future residential, large lot residential, commercial or industrial development which are not yet live. Until the ‘Deferred’ Zone is uplifted, the underlying zone (i.e. Rural) continues to apply. Currently, it’s difficult to bring forward new areas for development.
- Council is undertaking Plan Change 13 to resolve the issues and make them right. Plan Change 13 is a change to a statutory process. The overall policy framework and outcomes relating to Deferred Zones and development will remain unchanged.
- In addition to
changing the process, Plan change 13 will also:
- For growth Cells C4, T6 and T11, add new structure plans that have been endorsed by Council.
- Removing (deleting) structure plans for Ōhaupō, Bruntwood and Te Awamutu South as these areas have now been developed.
- Rezone part of the C2 growth cell to reserve to reflect the approved resource consent.
- There will be no impacts on Zones that are already in development.
Key changes
- Remove the reference to uplifting Deferred Zones via Council resolution.
- Delete the structure plans for Ohaupo, Bruntwood and Te Awamutu South as these areas have been developed and the structure plans are no longer required.
- Amend the structure plan for growth cell T1 to reflect the updated masterplan.
- Add the Te Awamutu T6 Structure Plan, Te Awamutu T11 Structure Plan and Cambridge C4 Structure Plan.
